On June 14, 1960, The \u201cNew York Journal American\u201d ran a column written by Ruth Montgomery headlined \u201cSpying by Mind-Reading!\u201d In the piece, Montgomery said that the Army Intelligence Service was conducting research experiments in mental telepathy. According to a U.S. government memorandum on the subject, \u201cShe speculated that the ultimate achievement would be to develop a method whereby U.S. spies could \u2018receive\u2019 thoughts of plotters in the Kremlin.\u201d<\/p>\n
<\/p>\n
Montgomery\u2019s column began, \u201cThe Army Intelligence Service is beginning to delve into an unknown reach of the mind which \u2013 should it eventually prove successful \u2013 could make spying the least hazardous branch of defense.<\/p>\n
<\/p>\n
\u201cA number of top intelligence agents,\u201d she continued, \u201care conducting research experiments in mental telepathy, a fascinating phase of extra sensory perception. The project receives expert guidance within the department, but many of the officers have become so fascinated by the possibilities that they have formed groups, outside of office hours, to try reading each other\u2019s minds.\u201d<\/p>\n

Upon reading the column, then Director of the F.B.I., J. Edgar Hoover asked, \u201cIs there anything to this?\u201d<\/p>\n

That questions set an investigation in motion.\u00a0 According to the F.B.I. memorandum, \u201cLieutenant Colonel Lee Martin, Chief of Investigations, Assistant Chief of Staff for Intelligence, U.S. Army, advised liaison agent [NAME REDACTED] that the Army is conducting no such project as described in the article.\u201d It appears that the lieutenant colonel did not deny that the Army was conducting\u00a0psychic tests, only that it was not conducting\u00a0psychic testing\u00a0that matched what Montgomery had described in her column.<\/p>\n

The memo goes on to say that Lt. Col. Martin did say the U.S. Air Force had looked into \u201cthe many phases of mental problems raised by the Korean War, with particular emphasis on brain-washing. This research,\u201d he admitted, \u201cdid incidentally include mental telepathy or extra sensory perception.\u201d<\/p>\n

It was the opinion of the F.B.I.\u2019s experts that, \u201cinformed scientific opinion at the present time is that there is no basis in science for the validity of extra sensory perception\u2026,\u201d but again they included the disclaimer \u201cas described in this article.\u201d<\/p>\n

From there the memo goes on to say:<\/p>\n
\u201cIt is true, of course, there are some areas and activities of the human mind which have not been explored or completely understood. In recent years serious scientific study has been undertaken by psychologists for the purpose of explaining these little-understood functions of the mind.\u201d<\/p>\n
<\/p>\n
Montgomery had written, \u201cMilitary intelligence for some time has been delving into the possible utilization of hypnosis in spying. This correspondent reported several years ago that intelligence agents were being sent on delicate missions; then brought back and queried in the normal manner about what they had observed.<\/p>\n
<\/p>\n
\u201cAfterwards,\u201d she continued, \u201cthey were hypnotized and while in trance were again questioned about the layout of the room they had been assigned to visit. Under this condition they were able to supply every detail, even down to the number of slats in the venetian blinds.\u201d<\/p>\n
